For Arranging layout of Blog page, easily could done, because Blogger has provided features to do that. Here is how:
1. Login to Blogger.com
2. Choose the title of Blog that will be regulated the layout of Blog page.

4. And then set every part of Blog page layout. All of it could done click and drag by term to a part that desired.
